Enhanced Security for Credit and Debit Card UsersStarTex Power has enacted greater security controls for customers who use credit or debit cards to pay their bills online. These added security measures will allow the processing of credit /debit cards without capturing or transmitting card numbers. In order to validate new or existing credit/debit cards entered into our system for bill payments (recurring, or onetime payment), StarTex Power will submit a onetime “pending” authorization to your card’s banking institution in the amount of $0.99. This $0.99 authorization will occur every time a credit/debit card is used that has not been BOTH previously authenticated AND saved to your MyBill account. There are several options for customers to choose from when making a credit/debit card payment using your MyBill account:

If any of these validations fail, your credit card will not be authenticated, and your payment will not be processed. Rest assured that the $0.99 “pending” authorization is not an actual charge. It is temporary and will be reversed within a few days (depending on your financial institution’s policy). If your card is ever invalidated by your banking institution, (i.e. when your credit/debit card expires), the process will need to be repeated. Notice: StarTex Power has enacted greater security controls for customers who use credit/debit cards. If you are making a onetime payment and using a credit/debit card that has not been previously authenticated and saved within your BillPay account, you will also see a one-time $0.99 "pending" authorization to your account. This "pending" authorization is used to authenticate your credit/debit card and will not be charged to you. This "pending" authorization will occur each time you use a credit/debit card which has not been authenticated AND saved within your MyBill account. I understand this message, please do not show me this message again.
